This is happening for me as well, starting at around turn 60 - I'm hosting the game, my friend has to reload constantly. Raising the priority would fix it, until Windows 10 would lower it again.

I was experiencing constant desyncs as a direct result of Windows 10 assigning the Civ VI process priority to 'Below Normal'. The game also does a one-sided reload on my friend's computer to resync him with the game, but it will continue to desync and go back into the reloading screen every turns. I hope you guys fix it, I love VI way more than V. Yeah me and 6 of my friends are having the same issue. You can also try having everyone restart the game before loading the save.
